During the 1960's Rudolph Pen turned much of his attention towards the municipal government of Chicago which, at the time, was in the regime of Mayor Richard Joseph Daley (1902-1976). Mainly in the medium of lithography Rudolph Pen created strong lithographs depicting the political machinations of the day. Chicago Wake Up! is one of his largest and finest works in this area. Richard J. Daley was the controversial Democratic Mayor of Chicago from 1955 to 1976. Although Mayor Daley was never formerly charged with corruption, these were the less than ideal days his regime, when allegations of political corruption continually surfaced. During his terms in office, Mayor Daley was responsible for supporting the building and redeveloping of Chicago's center and encouraging the construction of downtown skyscrapers, the improvement of mass transit facilities, financial growth to the city and its people, as well as many other renovations and improvements. However, some still argue that Mayor Daley did little to improve or provide the needed housing, hospitals, or educational opportunities for the city's poor. Mayor Richard Daley was accused of backing the governments's municipal policies that organized a system of racial discrimination which kept African Americans and Latinos in Ghettos and out of white suburbs and good jobs. In order to temper the situation, he met with Martin Luther King Jr. and other Civil Rights leaders, promising to set up a 'Leadership Council for Metropolitan Open Housing' to end housing discrimination, however, no dates were set. Cut off from the best paying jobs, unable to improve their living conditions in the ghettos and abused by the system, racial tensions finally erupted into what is now remembered as the great Chicago riots, the worst occurred between 1966 and 1968. This Rudolph Pen lithograph may allude to the SNCC poster issued at the time in Chicago saying "Wake up Brothers - who speaks for you?".
